Overcrowding emergency declared for Nebraska prisons - 1011now

LINCOLN, Neb. - Nebraska Department of Corrections Director Scott Frakes held a press conference on Thursday to discuss the state’s prison overcrowding issue, which has now been declared an overcrowding emergency.

Frakes spoke and took questions from the media for roughly 50 minutes, touching on what he feels the state needs to do to help combat overcrowding.

Currently, Nebraska prisons sit at 151 percent of capacity. According to state law, the capacity needed to be brought under 125 percent by July 1, 2020, in order to stop an emergency law from going into effect.

The law going into effect sets off a process of possibly releasing people until they get down to 125% of design capacity.

However, Frakes said on Thursday that mass release will not be an option.

Nebraska Board of Parole chairperson Rosalyn Cotton also spoke, saying that the board will increase the number of inmates that it sees, and it will accelerate the parole review process.

Cotton said they will immediately consider and reconsider offenders who are eligible for parole and who are willing to go through the necessary steps to be released.

Frakes briefly talked about the possibility of building a new prison in Nebraska, saying a request for information for the building of such a facility was put out earlier this year.

Frakes said this would help with overcrowding capacity. The location, size, or timeline of the proposed facility are not known at this time.

No other details on how the state plans to get the overcrowding capacity under 125 percent in the near future was outlined during the press conference.
