The Oroville City Council will hold a special meet at 11:15 a.m. Wednesday to declare a state of emergency regarding the city’s drainage collection system.
The ash from the North West Complex Zone fires has significantly impacted the system, according to a news release from the city. The ash turns to a thick sludge that threatens to clog pipes and could cause flooding when the rain returns later this year, the release said. The secondary impact of the ash is the impact to the environment of the Feather River.
“This cost will be significant and is not included in any budgets. To properly clean up the ash it will be necessary for the city to receive outside funding to clean this drainage inlets. Oroville is straining its equipment such as street sweepers and water trucks to help clean up the ash. The Street Sweeper is beginning to fail and is in need of regular repair due to heavy use,” the release said.
The city of Oroville, along with the sewage commission of the Oroville Region, has been working to support additional housing. The sewer treatment plant is currently working on design and engineering to expand capacity to support additional housing. The issue the sewer treatment plant currently must overcome is funding.
The estimated cost for the necessary expansion to support new housing and those displaced by recent fires is approximately $100 million dollars. This expansion would have normally taken place over years and decades. However, due to the sudden increase load on the plant, it must occur within the next few years, the city said.
Pursuant to Oroville Municipal Code section 8.08.060, on Sept. 15, Bill LaGrone in his capacity as director of emergency services executed a
Proclamation of Local Emergency.
The city will consider ratification of the Proclamation of Local Emergency by LaGrone and formally proclaim the existence of a local emergency. The approval of a resolution proclaiming the existence of a local emergency will allow the city to request financial assistance from Federal and state agencies, including the Federal Emergency Management Agency (FEMA) and California Operations of Emergency Services (Cal-OES).
