The state of emergency, which gives Whitmer the powers to issue emergency orders to close businesses, suspend evictions and take other steps, should not be confused with the stay-at-home order, which Whitmer lifted on June 1.

"We will remain in some form of state of emergency," Whitmer said at a news conference.
"Every state in that nation has some form of state of emergency. That is necessary."
