STATEN ISLAND, N.Y. — More than a dozen NYPD and FDNY units responded Sunday morning to the Richmond Terrace Houses in New Brighton.
The FDNY was first called at about 6:15 a.m. for a report of a stuck, occupied elevator inside 476 Richmond Terrace. Then, moments later police responded to a man who had barricaded himself inside an apartment, according to police and emergency radio transmissions.

An NYPD spokeswoman said it wasn’t immediately certain if the two incidents were connected.
A neighbor at the scene Sunday pointed to a broken window on the third-floor of the building, where she said a man had thrown several items onto the building’s front stoop below.
The man was taken into custody, and an NYPD spokeswoman said it remained uncertain Sunday morning if charges would be filed in connection with the incident.
Neighbors were helping to clean up the mess as police cleared the scene.
