Randall Stone to request emergency discussion on needle waste, cooling centers - Chico Enterprise-Record

CHICO — Tuesday’s Chico City Council meeting will include an emergency discussion of managing syringe waste in the city and implementing cooling centers during extreme heat despite COVID-19.

Councilor Randall Stone announced he will make both requests for discussion, saying both items are an emergency for Chico.

Stone said he wants the council to discuss options for cleaning up needle waste in the city at the regular meeting. He said the intention is not to hear a report from the clean needle distribution program North Valley Harm Reduction Coalition, but to discuss specific options for removing needle waste in Chico.

Stone said he intends in this discussion to push for an approach “modeled after other communities where this has worked to clean up these needles” that is “aggressive and targeted.”

He added the second request is to respond to the lack of cooling centers in Chico, as other cities in the state have begun operations to provide other solutions to residents despite the pandemic shutdown orders.

“I’m seeing throughout the state cities operationalize these details without ever needing to discuss with the city council,” Stone said. “Why are we waiting for staff to take action on these things? Enough is enough. We seem to be the last one on these efforts.”

City Manager Mark Orme was not able to address the planned discussion about what staff can do to address cooling needs, but explained the last action of the council to use funds originally intended for cooling centers.

Orme said the last time the council discussed cooling centers, the problem was seen as “How do you to encourage people to coming together in a cooling centers and have social distancing?” he said. As the city does have large facilities to accommodate distanced centers, the city is currently using funds originally for cooling centers to provide beverages used by service providers for distribution.

While Mayor Ann Schwab said she did not receive a formal request from Stone, City Attorney Andrew Jared advised that Stone is able to make an emergency request at the meeting if the item occurred after the posting of the meeting agenda and if each item is considered an emergency. Each request will require a two-thirds majority vote to be discussed at the meeting Tuesday (or a unanimous vote if any councilors are absent).

The meeting will take place 6 p.m. Tuesday in Chico City Council Chambers at 421 Main St.
